The findings documented in this monograph suggest that public policy should recognize the vast diversity of parental choices and the flexibility needed to improve their choices when it comes to childcare.

Art wrote this commentary as a way to leave behind a record of his work as director, from 1973 until he retired in 1989, of Portland State University’s Regional Research Institute for Human Services (RRI). As noted in his faculty profile (Selected Works of Arthur C. Emlen) Art’s research in child welfare addressed issues of family permanency for youth in foster care.
